Thank you! I was underneath Scripps pier, in San Diego, during an extremely low tide. Moon was at about third quarter, the sky was absolutely clear, and that bit of blue light off to the right side is the bioluminescence of some phytoplankton -typically called a "red tide". The mermaid in the distance was just a happy accident! :D
